Who supplies South Hill's water?
Check by parcel, because one name may not fit every address. Fruitland Mutual Water Company describes itself as a member-owned cooperative serving the South Hill area since 1946. Washington Water acquired Rainier View Water Company in 2020 and has an East Pierce customer center; whether it reaches a given lot is a question for its availability process, which starts from the parcel. Tacoma Water's county map also labels Firgrove Mutual and Parkland Light & Water among the purveyors, but it does not settle addresses. Summit Water sits in unincorporated east Tacoma; we could not confirm it reaches South Hill. Start with finding your water supplier.

What Fruitland customers will see
Fruitland lists an $8.00 monthly infrastructure charge going to wells, pipes and reservoirs. After the state's declared 2026 drought emergency, it asked customers for voluntary conservation. It publishes a searchable service line inventory, under PWSID 26800, with 3,460 records. Its fall 2025 newsletter says it replaced 30 galvanized services that summer and expected about 150 more in 2026. See lead and old lines for reading an inventory entry.
Sewer or septic depends on where your lot sits
The county's sewer plan puts South Hill in its service area, treated at Chambers Creek. The Rural Service Area has been restricted since the 1995 Comprehensive Plan to parcels already served and those with vested rights, so public sewer turns on the parcel. Where an urban parcel can reach sewer, the county says a new on-site system is off the table.
From the building out to the public main, the side sewer is the property owner's job under the county's FAQ, and the county looks after the main and tees. A county conservation loan covers only that private line. County sewer is at 253-798-4050. Compare the wording in side sewers, since Puyallup proper words its split differently.
County permits, including sprinklers
Plumbing goes through Pierce County Planning and Public Works. Lawn sprinklers count: the county wants a plumbing permit so someone can inspect the anti-backflow device; backflow and irrigation explains why. Septic and well fees are separate and sit with the health department.
Mark the dig and call 811 before trenching a sprinkler line or looking for a side sewer. Our own septic advice: tank lids stay shut unless a certified company is on site, and nobody goes inside.
Check your own address
- Search your address on the county's public GIS map, choose Utilities, then Water Purveyors.
- On the same map, try Utilities, then Sewer, to see mainline records near your lot.
- Use Fruitland's searchable inventory to look for your service line.
- Ask the Tacoma-Pierce County Health Department for any septic as-built or well record on file.
